What Paperwork Do You Need?
The documentation requirements differ depending on which border you're crossing. Croatia to Montenegro is straightforward — no special permit needed. Montenegro to Albania requires advance preparation.
The cross-border permit is not a formality — Montenegrin and Albanian border police check it. Arrange it before you pick up the car, not at the border.

The Border Crossings

Debeli Brijeg (Croatia ↔ Montenegro) The busiest crossing, 5 km south of Herceg Novi. 5–10 min off-peak; up to 2h on summer Saturday evenings when Croatian holiday traffic returns. Open 24/7. No permit required — standard rental documents only.

Sukobin / Murićani (Montenegro ↔ Albania, coastal) At the Bojana River, 30 km south of Ulcinj. The coastal route into Albania. Less busy than the northern mountain crossings. Cross-border permit and Green Card required.

Hani i Hotit (Montenegro ↔ Albania, inland) 35 km east of Shkodër. Generally faster than Sukobin in peak season — the preferred crossing if you're heading directly to Shkodër or Tirana. Cross-border permit and Green Card required.
The Classic 7-Day Route

Day 1 — Split or Dubrovnik Pick up your car. Drive the Pelješac Bridge if coming from Split. Explore Dubrovnik Old Town — walk the walls, find your accommodation, plan the route ahead.

Day 2 — Dubrovnik → Kotor (2h including border) Cross at Debeli Brijeg into Montenegro. Drive the Bay of Kotor. Check in to Kotor or Perast and explore the Old Town in the evening.

Day 3 — Tivat / Budva coast Sveti Stefan, Budva Old Town, Petrovac. The Montenegrin Riviera at its most concentrated — all within 40 minutes of each other.

Day 4 — Montenegro interior detour Lovćen National Park and the Njegoš Mausoleum, the royal capital Cetinje, or Ostrog Monastery carved into the cliff face. Choose one or combine two if the drive suits.

Day 5 — Drive to Shkodër, Albania (3h from Tivat) Cross via Hani i Hotit. Shkodër is a worthwhile stop — the old bazaar, Rozafa Castle, and Lake Shkodër. Have your permit and Green Card ready at the border.

Day 6 — Shkodër → Tirana (SH1, 2h 30m) Check in to Tirana. Skanderbeg Square, Blloku district, the National History Museum. Albania's capital is more interesting than most visitors expect.

Day 7 — Fly from Tirana or continue south Tirana International Airport (TIA) for departure, or extend the trip down the SH8 coastal road toward the Albanian Riviera — Sarandë, Gjirokastër, and beyond.
